What is Find My iPhone (FMI)?
Find My (formerly Find My iPhone) is Apple's anti-theft feature, binding a device to a specific Apple ID. If Find My is still ON and the seller can't sign out of that Apple ID, the device gets Activation Locked and is nearly unusable even after a factory reset. This is the single biggest risk when buying a used iPhone/iPad/Apple Watch.
